<p>A community meeting was held on January 25 to begin discussion on possible uses for the old Veterans Hall at 900 Esplanade.  While it was only a beginning of the dialogue, two ideas came forward.  The Museum of Art Northern California (monCA) is looking for a home and the Vets Hall is in their sights (see related article below).  Also, the veterans expressed an interest in returning to the building.</p>
<p>The first priority is to secure funding to upgrade the building costs which are estimated to run in the $1.5-$7 million range, depending on use.  More discussions will be forthcoming.</p>

			<content:encoded><![CDATA[<p>Some folks in my Sacramento Avenue Neighborhood Watch group attended the September Chico Police Department Advisory Board meeting held at Augie’s Cafe on September 21 and have asked me to pass on this information. The main topic this month was the existing noise ordinance and how it can be made stronger.  The Advisory Board and the Chief of Police will be drafting a letter to City Council and work on getting the necessary changes made so our ordinance will have some &#8220;teeth&#8221;.  Meanwhile there are things that each of us can do to address noise issues including party noise, excessive dog barking and loud music.</p>
<p>To address party noise and loud music and report a complaint, call 879-6330 (City of Chico Code Division) or the Police Department non-emergency number at 897-4900. You must give your address and phone number but can remain anonymous. The officer on duty will give a warning to the offending person(s) the first time. During the next 72 hours if another complaint is submitted, they will ticketed and a fine of $125 or more will be issued. This warning is only good for 72 hours, and, if <strong>you</strong> make a second call during this period, you will have to give your name and address for the police to do anything. Therefore, it is best if many people call. If it&#8217;s night time noise, there is a good chance that you can get a response between 10:00 and midnight.  If you call after midnight on Thursday, Friday or Saturday nights, the police will not be able to respond because they are dealing with more serious incidents at that time.</p>
<p>For dog barking during the day or night, call 897-4960 (Animal Control), leave a message with your name, address, phone number, the address of the dog’s owner and the time and duration of the barking.  If neighbors have talked to the owner in the past and the problem was not resolved, Animal Control will talk to the owner, but will not use your name or address.  If complaints continue, the owner will be ticketed.</p>
<p>Regarding the race track noise, unfortunately, the race track is on state property so it does not come under the noise ordinance.</p>

			<content:encoded><![CDATA[<p>A non-profit group calling themselves the Museum of Northern California Art (monCA) has formed and is looking for a home.  According to a brochure circulating, the group is endowed with a collection of over 350 works of art by prominent artists representing an area stretching from San Jose to Nevada and Oregon border.</p>
<p>monCA is looking for a home and the Vets Hall is in their sights.  Their role includes educational collaborations that enhance art appreciation and that make art accessible to everyone in the community.  They are looking for donations and have a program that includes a mobile museum and driving docents.  Their address is P.O. Box 4654, Chico, 95927 or visit their Website at monCA.org.</p>
<p>Many of us on the CANA board are excited about finding a positive use for the Vets Hall like the monCA.  We are all anxiously awaiting the results of the structural report from the City and Butte County.  If this/any other use is pending, we will also encourage the neighbors be actively involved in the planning process.</p>

			<content:encoded><![CDATA[<p>City Planner Shawn Tillman attended a recent CANA board meeting to address requests to fund seven projects using redevelopment area (RDA) funds allocated to CANA before they disappear in the State budget morass.  There is currently about a million RDA dollars in the bank for CANA that are probably secure from the State.  However, there is a concern that the City Council might reallocate the money to other capital improvement projects if the City losses future RDA funding.  Therefore, it was agreed that there is some urgency about addressing CANA needs as soon as possible.  Sean then addressed the seven items:</p>
<p>1.  CANA requested RDA funds to construct another set of bulb-outs at the corner of West 1<sup>st</sup> Ave. and Citrus in addition to those planned at Arcadian and 1<sup>st</sup>.</p>
<p><em>The position of the City is that the Arcadian bulbs should be done first and observations made of their impact, before bulbs at Citrus and 1</em><sup><em>st</em></sup><em> are approved, because they might be better placed elsewhere.</em></p>
<p>2.  CANA requested that either the 2 hour restricted parking signs at the east end of West 1<sup>st</sup>. Ave on the 2 blocks west of the Esplanade be removed <span style="text-decoration: underline;">or</span> extended all the way to Warner and West 1<sup>st</sup> Ave.</p>
<p><em>The position of the traffic engineers is that this request would require Council approval and suggested CANA survey the affected area to gauge residential sentiment regarding the proposed changes. This survey is tentatively scheduled to occur on Saturday morning, June 25</em><sup><em>th</em></sup><em>.</em></p>
<p>3.  CANA requested that the striping in the crosswalks on West 1<sup>st</sup> Ave. be repainted so that the lines are parallel, instead of perpendicular to the traffic flow, as was done around Citrus School, in order to raise driver’s awareness of the high volume of pedestrians crossing the West 1<sup>st</sup> Ave.</p>
<p><em>City staff saw no problem with meeting this request, although since there is no school on W. 1</em><sup><em>st</em></sup><em> Ave. the paint will have to white instead of yellow.</em></p>
<p>4.  CANA requested that, through liberal use of extended red painted curbs, the sight-distance problems caused by parked cars at the alleys and corners on West 1<sup>st</sup> Ave. that do not have bulb-outs be fixed.</p>
<p><em>City traffic engineers balked at this request because of the amount of parking that might be lost through </em><span style="text-decoration: underline;"><em>too much</em></span><em> application of red paint.  The CANA BOD unanimously objected to the traffic engineers’ valuing parking more than safety.</em></p>
<p>5.  CANA asked that the City do the engineering make the needed improvements on W. 11<sup>th</sup> Ave. from the Esplanade west to Shoshone in order to improve pedestrian, cyclist and vehicle safety.</p>
<p><em>Sean responded that traffic engineer Matt Johnson, using what is being learned from the current 5</em><sup><em>th</em></sup><em> Ave project, is working on estimates not only for the requested 11</em><sup><em>th</em></sup><em> Ave. improvements but also for the those needed on Magnolia from 8</em><sup><em>th</em></sup><em> Ave to 11</em><sup><em>th</em></sup><em> Ave. When Matt has these estimates then CANA can decide how much of its available funding it wants to devote to making these improvements.</em></p>
<p>Possibly <span style="text-decoration: underline;">all</span> these improvements could take <span style="text-decoration: underline;">all of the RDA money.</span> In light of this, the BOD briefly discussed the possibility of waiting to find out what the City is committed to doing on 11<sup>th</sup> and Magnolia  anyway, <span style="text-decoration: underline;">before</span> CANA makes any formal request to use RDA funds.</p>
<p>6.  CANA also requested additional improvements on Arcadian from W. 8<sup>th</sup> Ave. to W. 4<sup>th</sup> Ave.</p>
<p><em>Again, as in item 1 above, Sean urged that CANA wait and see the results of already scheduled improvements on Arcadian as part of the Enloe expansion, before requesting any more improvements. The slated improvements should begin this summer.</em></p>
<p>7.  Finally CANA requested that solar powered speed indicator signs, like those on W. Sacramento Ave., be installed on West 1<sup>st</sup> Ave between the Esplanade and Warner.</p>
<p>Sean thought this was doable and affordable but again requested CANA’s help in determining where those signs should go.   <em>This recommendation will occur as part of the CANA survey tentatively scheduled to occur on Saturday morning, June 25</em><sup><em>th</em></sup><em>. </em></p>
